D5: Transforming Youth Justice: The Travis County Approach to Promoting Healing and Preventing Violence

This workshop will explore the innovative Travis County Transformation Project, a community-driven, pre-arrest deflection initiative designed to address family violence outside of the traditional juvenile justice system. Developed through cross-sector collaboration and informed by community voices, the project offers respite care, holistic case management, mental health counseling, restorative healing circles, and targeted support to address the root causes of family conflict.

Participants will learn how this model has significantly reduced recidivism and improved family outcomes—without resorting to arrest or detention. The session will highlight opportunities for replication, policy alignment, and systems change that centers youth well-being and community safety.

Learning Objectives

  • Review core components and guiding principles of the Travis County Transformation Project, including its community-based, trauma-responsive approach to preventing youth legal system involvement
  • Analyze the project’s outcomes and lessons learned, including its impact on recidivism, youth and family well-being, and cost savings
  • Identify opportunities to replicate or adapt elements of the Transformation Project in their own communities or organizations, including strategies for cross-sector collaboration and policy advocacy
